Pashinyan Elaborates on Armenia's New Balanced Diplomatic Strategy
Recently, Armenian Prime Minister Nikol Pashinyan has systematically elaborated the country’s updated balanced diplomatic strategy through public statements and foreign affairs speeches. Stating that Armenia will base its development on its geographical positioning, abandon the model of one-sided diplomatic reliance, and adhere to a multi-directional and balanced diplomatic approach. By upholding national diplomatic independence and autonomy amid the complex geopolitical games in the South Caucasus, Pashinyan has clarified the core principles governing Armenia’s external cooperation, regional dispute settlement and major-country relations.

In terms of regional cooperation and dispute resolution, Pashinyan outlined a differentiated and pragmatic diplomatic roadmap. Armenia will continue to advance all-round regional cooperation with neighboring Georgia and Iran, focusing on pragmatic areas including cross-border infrastructure, logistics and regional trade. By leveraging existing bilateral friendly foundations, the country aims to open up north-south and east-west dual trade corridors in the South Caucasus and stimulate regional economic vitality. For Azerbaijan and Turkey, with which Armenia has long-standing border disputes, Yerevan will consistently adhere to peaceful dialogue, steadily normalize bilateral relations, and resolve border differences through established negotiation mechanisms, so as to safeguard overall regional stability and consolidate the security foundation for regional economic and trade cooperation.
Armenia takes cross-border corridor development as a core pillar of its balanced diplomatic strategy. Pashinyan highlighted the TRIPP cross-border transport corridor as a key infrastructure linking the South Caucasus and Eurasian trade networks, with accelerated implementation scheduled for the near future. Upon completion, the corridor will connect the Persian Gulf, Iran, Armenia, Georgia and the Black Sea, fully activating regional logistics and energy transportation capacity. At present, Armenia has actively engaged with Central Asian countries including Kazakhstan and Kyrgyzstan to encourage multi-party participation in the project, building an open and win-win regional cooperation platform.
In multilateral diplomacy, Armenia continues to expand its global partnership layout and build a diversified strategic partnership system. Currently, Armenia has established strategic cooperative ties with multiple countries and regional organizations including Georgia, the European Union, China, Kazakhstan, the United States, France and the United Kingdom. Strategic partnerships with Iran and India have entered the stage of institutionalized implementation. Such extensive multilateral layout helps Armenia expand its diplomatic and economic development space and effectively hedge against geopolitical and economic risks brought by over-reliance on single partners.
Regarding the highly anticipated Russia-Armenia high-level meeting, Pashinyan stated that relevant arrangements are still under consultation with no official schedule confirmed. The Armenian authorities emphasized that the country will uphold an independent foreign policy and will not abandon established development agendas under external pressure. The EU integration bill passed by the Armenian parliament will continue to be implemented without revocation, serving as a crucial measure for Armenia to deepen economic and security cooperation with Europe and conforming to the country’s long-term development goals and public will.
Facing the escalating Russia-EU geopolitical game, Armenia maintains a neutral and balanced posture. Economically, it advances market diversification, actively aligns with EU preferential trade policies to expand export channels for agricultural products and specialty goods, while sustaining pragmatic cooperation with Russia and the Eurasian Economic Union to retain existing achievements in energy, transportation and trade cooperation. In security and diplomatic affairs, Armenia continuously optimizes its external positioning and adopts flexible and pragmatic strategies to adapt to the evolving geopolitical landscape, so as to fully safeguard national sovereignty, security and development interests.
Industry analysts point out that Pashinyan’s comprehensive elaboration of the balanced diplomatic strategy marks the further maturity of Armenia’s foreign policy. The country has completely shifted away from the traditional single-dependent diplomatic model. Its multi-dimensional layout of "connecting the East and the West, coordinating the North and the South" enables it to seek optimal development paths amid major-power competition, regional disputes and economic transformation, which will profoundly reshape the geopolitical pattern and regional cooperation landscape of the South Caucasus.
