What will billions of GEL from Georgia's state budget be used for?

The State Budget for 2025, the expenditures of which will exceed GEL 27 billion, has entered into force.

The state budget in 2025 is based on a conservative approach and takes into account both updated GDP growth figures and data from international financial institutions on the growth of the global economy, including Georgia.

GDP growth is projected to be around 6%. Nominal gross domestic product is projected at 99.2 billion GEL.

The forecast for the total budget deficit is set at 2.5%. At the same time, the government debt is 35.9% of GDP.

State budget parameters

State budget revenues in 2025 are forecasted at about GEL 27.6 billion.

At the same time, revenues will amount to about 23.4 billion GEL.

As for the expenditure part of the budget, according to the forecast, the volume of state budget allocations in 2025 will increase by about 2.9 billion GEL and will amount to about 27.6 billion GEL.

Who will get more money

The Ministry of Health of Georgia will receive the most money from the increased state budget, the budget of which will amount to about 8.8 billion GEL.

Most of the money will be spent on social programs, in particular, payment of pensions and compensations, targeted social assistance, affordable health care and increase in salaries of doctors, nurses and ambulance workers.

The budget of the Ministry of Regional Development will amount to about GEL 3.132 billion and the money will be used for the construction of expressways, repair of regional infrastructure, water supply, repair and construction of schools and development of tourism and sports infrastructure.

The budget of the Ministry of Education, Science and Youth will amount to about GEL 3.085 billion, of which the money will be used to finance schools and kindergartens, provide them with computers, increase salaries of school bailiffs and administrative and technical staff, as well as to finance higher and vocational education and development of science.

The 2025 budget envisages separate financing of the Ministry of Culture and the Ministry of Sport, the project on the separation of which was adopted at the end of 2024.

Thus, the budget of the Ministry of Culture will amount to 297.6 million GEL, of which the money will be used for the protection of cultural values and maintenance of museums, infrastructure development, scholarships.

As for the Ministry of Sports, its budget will amount to 298.4 million GEL, and the money will be used for the development of sports, infrastructure projects and support of sports institutions.

The budget of the Ministry of Environment and Agriculture will amount to 808.1 million GEL, from where the money will be used for the development of winemaking, programs to support agriculture, land reclamation and protection of protected areas.

The budget of the Ministry of Economy and Sustainable Development will amount to 947 million GEL, from where the money will be used for the development of entrepreneurship, airport and port in Anaklia.

The budget of the Ministry of Finance will amount to 121 million GEL, the budget of the Ministry of Justice - 442 million GEL, the budget of the Ministry of Foreign Affairs - 215 million GEL, the budget of the State Security Service - 226 million GEL.

The budget of the Ministry of Defense will amount to 1.73 billion GEL, from where part of the funds is envisaged for the growth of military salaries. But the budget of the Ministry of Internal Affairs of Georgia is 1.4 billion GEL, and it also provides for the growth of police salaries.

The budget of the government in 2025 will amount to 29 million GEL, the Presidential Administration - 10 million GEL, and the Parliament - 109.3 million GEL.
