Kazakhstan’s President Kassym-Jomart Tokayev hosted an informal summit of the Organization of Turkic States (OTS) in Turkistan, attended by Turkish President Recep Tayyip Erdoğan, Azerbaijani President Ilham Aliyev, Kyrgyz President Sadyr Japarov, Uzbek President Shavkat Mirziyoyev, and Turkmen observers. No joint communiqué was issued after closed-door talks, which focused on regional security, economic connectivity and diplomatic coordination, marking a key move for Kazakhstan to consolidate its Central Asian influence.

A historic cradle of Turkic civilization, Turkistan has become a symbol of post-Soviet Turkic-speaking unity. Since the OTS upgrade in 2021, the forum has evolved from cultural exchange to practical political and economic cooperation, spanning the Caspian, Central Asia and Anatolia. Amid shifting Eurasian geopolitics, the summit underscores regional states’ push for strategic autonomy.

Leaders agreed to strengthen border security, counter terrorism and transnational crime, and discuss Afghanistan, urging restraint to prevent external meddling. Economically, they advanced the Trans-Caspian corridor and China–Kyrgyzstan–Uzbekistan railway, and expanded energy cooperation to diversify export routes. Diplomatically, members pledged coordinated international stances and peaceful settlement of disputes.

The summit reveals a dual leadership dynamic:Kazakhstan leverages its home advantage to solidify Central Asian centrality, while Turkey maintains traditional clout via cultural and economic ties. Turkey seeks dominance in energy and infrastructure, whereas Kazakhstan pursues diversified, non-aligned cooperation. Divergent interests make a unified political alliance unlikely soon.

Tokayev aims to unify Turkic states, build an independent, inclusive regional framework, and elevate Kazakhstan’s global standing. Yet integration hurdles persist: competing interests, external geopolitical pressures, and uneven development. As Central Asia becomes a Eurasian geopolitical hub, the OTS trajectory will shape continental stability.
