Six Armenian Parties Write to EU Over Democratic Backsliding

Yerevan, April 28, 2026 (13:15 Yerevan Time) — Six major Armenian political parties have jointly sent a letter to EU leaders and relevant representatives attending the upcoming European Political Community Summit in Yerevan. They issued a stern warning over deteriorating democracy and undermined judicial independence within the country, urging the EU to voice clear concerns and set reform conditions during the May summit. The letter also addresses the detention of Armenian citizens by Azerbaijan and the humanitarian situation of ethnic Armenians in Nagorno-Karabakh.

The six signatory parties are affiliated with major European political blocs and represent key opposition forces in Armenia.
The letter highlights severe governance challenges, pointing out that the Armenian authorities’ external narrative of democratic progress contradicts domestic realities. The current administration has continuously centralized power, weakened institutional checks and balances, and leveraged judicial and law enforcement bodies to suppress opposition voices, resulting in a notable regression in democracy and a crisis of judicial independence. The parties stressed that the EU’s inaction ahead of the upcoming EU-Armenia Summit would send a problematic political signal.
In addition to democratic governance, the letter focuses on regional humanitarian issues. It calls on the EU to mediate for the release of detained Armenian nationals and pay sustained attention to the humanitarian plight of ethnic Armenians in Nagorno-Karabakh.
Against the backdrop of the upcoming parliamentary election scheduled for June 7, political confrontation between the ruling party and opposition groups has intensified sharply. The six parties demanded that the EU raise formal concerns over Armenia’s domestic situation at the upcoming summits and formulate targeted judicial and democratic reform benchmarks to promote effective improvements.
No official response has been released by the EU to the joint letter. The incident is expected to bring new variables to the upcoming EU-Armenia talks and cast uncertainty on Armenia’s European integration and domestic reform agenda.
