On September 28, the Ministry of Foreign Affairs of Azerbaijan launched official diplomatic representations over inappropriate remarks published by some Russian media outlets. It summoned the Ambassador of Russia to Baku, voicing strong dissatisfaction and solemn protests against provocative reports and remarks targeting Azerbaijan, marking a notable public opinion-driven diplomatic incident in recent Russia-Azerbaijan bilateral relations.

According to official statements released by Azerbaijan’s Foreign Ministry, multiple local and online Russian media have recently published and republished false reports and offensive remarks smearing Azerbaijan’s national image, state sovereignty and senior leadership. These biased and radical contents deliberately distort Azerbaijan’s regional development policies and diplomatic positions. They have seriously undermined Azerbaijan’s national dignity and public sentiment, while casting a negative impact on the long-standing sound cooperative atmosphere between the two countries.

During the diplomatic meeting, Azerbaijan’s Foreign Ministry clearly and sternly stated its core position and bottom line to the Russian ambassador. The Azerbaijani side emphasized that national sovereignty, state image and national dignity allow no malicious slander or provocation of any kind. Unregulated offensive media opinions may easily damage the long-established foundation of bilateral friendship and hinder the progress of cooperation in various fields. Azerbaijan formally urged the Russian Embassy in Baku to perform its duties effectively, supervise relevant Russian media to uphold objectivity and impartiality, immediately stop releasing and spreading false and provocative content concerning Azerbaijan, and prevent similar incidents that undermine bilateral ties from recurring.

As of press time, the Russian Embassy in Azerbaijan has not issued any official statement or response regarding the diplomatic representations, nor have the involved Russian media corrected or apologized for the controversial content.

As core countries in the South Caucasus region, Russia and Azerbaijan share deeply intertwined interests in geo-security, energy trade, cross-border logistics and regional governance, with a mature and comprehensive bilateral cooperation system. Guided by strategic coordination consensus, the two countries have long jointly promoted regional stability, trans-Caspian energy corridor construction and regional connectivity projects, serving as key forces maintaining geopolitical balance in the South Caucasus. The current diplomatic friction triggered by media public opinion does not stem from official confrontations or interest conflicts, but represents a typical bilateral diplomatic disturbance caused by overflow of civilian public opinion.

Regional analysts point out that although the incident has not escalated into political or economic confrontation, it has cast a shadow of uncertainty over Russia-Azerbaijan bilateral relations. At a critical stage featuring accelerated adjustments of the South Caucasus geopolitical landscape, steady advancement of the Middle Corridor and ongoing Armenia-Azerbaijan peace process, any bilateral public opinion friction may be magnified and disrupt regional cooperation momentum. Russia’s subsequent disposal attitude and public opinion supervision efforts will determine the trend of this diplomatic dispute and serve as a key indicator for observing short-term Russia-Azerbaijan relations and regional geopolitical games.

The geopolitical situation, bilateral diplomacy, energy economy and regional cooperation in the South Caucasus are evolving rapidly, with policy adjustments, diplomatic events and project developments holding high research and reference value. We have long been committed to in-depth information research and industrial analysis of the South Caucasus region, continuously tracking domestic and foreign affairs, economic and trade cooperation, and geopolitical dynamics of regional countries. We sincerely welcome research institutions, foreign-related enterprises, industry think tanks and practitioners to carry out diversified cooperation with us. We aim to build a regional information sharing system and conduct in-depth cooperation including material exchange and joint research, so as to jointly explore regional development opportunities and accurately grasp the trend of geopolitical situations.
