Lavrov responded to the absence of the Armenian foreign minister at the CSTO foreign ministers' council meeting.

Armenia is still considered a member of the Collective Security Treaty Organization (CSTO), but this implies compliance with all of the organization's obligations, Russian Foreign Minister Sergey Lavrov said.
"We have taken note that the foreign minister (of Armenia) has again refused to attend this event. We still consider Armenia a full member of this organization, but, of course, full membership implies participation and compliance with all obligations arising from the CSTO's charter documents, including, incidentally, the payment of contributions," Lavrov told reporters following the meeting of the CSTO foreign ministers.
He added that statements by the Armenian leadership indicate that trends are developing in a “multi-vector context.” “We are not exerting any pressure on the Armenian ruling circles and will wait for clarity on all these issues, but we all understand that if Armenia turns away from its allies, closest partners, and neighbors, it is unlikely to benefit the Armenian people,” Lavrov said.
