Armenian Justice Minister Srbuhi Galyan said it is necessary to develop a new Constitution.
“As I have repeatedly stated, our task is to have the text of the new Constitution before the elections, our works should be carried out in this direction,” the minister said at a press conference on January 14.
Recall that according to experts, one of the reasons is Baku's demand to remove reference to the Declaration of Independence and mentioning Nagorno-Karabakh and international recognition of the Armenian genocide from the text of the Constitution.
Answering a question about the connection of the “need” for a new Constitution with statements from other countries, the Minister called the assumption inappropriate. According to her, the issue of a new Constitution was raised immediately after the Velvet Revolution, even a concept was created, but the works did not lead to a logical result. As a new minister, I think it is necessary to draft a new Constitution, which may or may not be approved by the people, reminded Galian. The Minister believes that the current Constitution does not provide answers to socially important issues and is not related to foreign policy at all.
At the same time, the minister emphasized that there is no need for changes to the Constitution in connection with the reconciliation process and the issue is closed, and there is no link and there can be no link. Meanwhile, she refused to talk about whether the reference to the Declaration of Independence will remain in the new Constitution, explaining that a group will work on the test, and the work will start soon, and when the commission resumes its work, its activity will be covered. The minister reiterated that it will be up to the people to decide.
“Today's text of the Constitution does not impede the peace process. The Constitutional Court has also stated this. The position is clear. There is no need to change the Constitution because of a perceived problem,” Galyan said.
